I don't know if our neighborhood has a rule against clothes lines. Observation would tell me that no one in our neighborhood has one.
After my recent Goodwill treasure hunt, I washed the clothing. A few pieces I wanted to hang outside to dry. Fresh air can be a powerful thing!
But, where to hang them???
I decided it was prudent NOT to hang them on the front porch for all to see, in case there IS a rule...
I hung the first item on a hanger and hung that over the outside light by the back door. The second item, I twisted the hanger and poked it down in the corner of the kitchen window.
What do people in America DO when they want to hang clothes in the fresh air and sunlight?
